Legion Leadership is a position that requires personal sacrifice. Officers volunteer their time to help make the Legion a better place for all Thugs. When it comes time for an officer to retire, they may be offered a position of "Retired Centurion", or Retired Officer. In this role, they are making themselves available to the Legion membership in the absence of a Commander or Centurion.
They have the in game permissions of Centurions (Officers) and can help you as needed.
